Help answer the question about web page design
Is there such thing as free web page design?I would like to set up a web page for our youth group but we don't have any funds. Is there such thing as free web page that you could desnign and upload pics?

He should have abolutely jumped on it. Web design is a perfect field for telecommuting.
1: I've been in Web design since 1998 and never heard of "type page," "text page," "trim size" or "open line" used in a Web context (I have 12 years of newspaper experience, and have heard those terms used in print). I'd go with D but I think your instructor made up these terms.
2. Again, these terms are used in printing, not Web work. Books are actually divided most commonly into "front matter" (copyright / ISBN, foreward, preface, perhaps reviews, etc.), chapters and "back matter" (afterward, acknowledgments, author bio, appendices, index, etc.) I'd go with D but again, your instructor made this up.
3. C: The intended audience. You must make technical concessions to the printer, and the author is often going to want to have some say in presentation, but as a rule, you design for the target audience. Collateral you make for teens generally will not look like similar information you make for seniors.
If you're in the process of looking, a better term for that field is Web Development or Web Programming.
I don't know for sure if there is a program specifically for Web Development/Programming, but you probably could major in computer programming specializing in Web Development/Programming.

with the new trend about social networking, multimedia, web 2.0, and interaction, static html pages are useless.

I am taking online classes at Palomar College (http://www.palomar.edu) and they offer everything from basic HTML classes to more advanced stuff like JavaScript/AJAX, PHP, ASP, Java, etc. Some classes have an in class orientation, but I didn't go to any of them and was still able to take the classes, so you should be able to take them from anywhere. If you are just looking to learn for free and not going for a degree, I would listen to the previous suggestion and check out the tutorials at w3schools.com
get a bs to be on the safe side. if you get an as just get ceritified.

For Question 1:
Well, lets go through what it isn't.
A. Extra words just make the reader have to read more, and this can be quite irritating, sometimes a reader just wants to come along, work around your site, and leave, if you use too many words, you may start to blabber on about nothing, and people may find that boring and forget about your website.
B. Adjectives and adverbs – i can't see how using these would help web design in any way, it may make the text more enjoyable, or more effective, but the web design in general, i doubt it.
D. Small, unobtrusive lettering can be handy, but can also be quite painful, especially if someone has vision problems.
So obviously, the best of these would be an attractive design with eye-catching graphics, but remember, a bit of all of these can also help make up a great website. You never want too many graphics, but you also never want too much text, you need to find a balance, then people will enjoy your site.
For Question 2:
