Keep in mind that CSS and HTML aren't really set in stone… it's really more like giving the web browser advice on how it SHOULD display the content.
You might want to try some trial-and-error. Skip NVU and Dreamweaver for now and design something ultra-simple using a text editor like notepad. Test each change you make in multiple browsers to see how it will look… FireFox, SeaMonkey, MSIE, Opera… Konqueror if you've got a Linux buddy handy.
